European Commission moves to ban products made with forced labour on the EU market

Brussels, Belgium (14 September 2022) - The European Commission has proposed a ban on imports made with forced labour. The ban would cover all products. The commission said an estimated 27.6 million people are in forced labour globally.
Executive Vice-President and Commissioner for Trade, Valdis Dombrovskis, said: “This proposal will make a real difference in tackling modern-day slavery, which affects millions of people around the globe. Our aim is to eliminate all products made with forced labour from the EU market, irrespective of where they have been made. Our ban will apply to domestic products, exports and imports alike."
The authorities will start investigations on products for which there are well-founded suspicions that they have been made with forced labour, according to a release.
"Today's proposal follows the commitment taken by President Ursula von der Leyen in the 2021 State of the Union speech. The EU promotes decent work across all sectors and policy areas in line with a comprehensive approach targeted at workers in domestic markets, in third countries and in global supply chains. This includes core labour standards such as elimination of forced labour."
No countries are mentioned in the release, but China's repression of the Uyghur population in Xinjiang province will be an intended target.
This follows US measures against imports from Xinjiang. In December, 2021, US President Joe Biden signed a legislation titled the "Uyghur Forced Labor Prevention Act," which bans products made in China's Xinjiang, citing oppression of the Uygur and other minority populations.
Footwear, and particularly canvas footwear, is a target, as Xinjiang is a major cotton-producing region, and farm workers are among those subject to forced labour.
